
At the beginning of Surah An-Nazi'at Allah swears by the angels. Allah subhanallahu wata'ala swears by the creatures that Allah wills. Among them Allah swore with the angels to emphasize that the Day of Judgment will definitely happen. Allah does not swear by anything except to emphasize something. And we know that the angels are God's most powerful creatures.
